Centre For Flood Relief & Mitigation (CFRM)

Malaysia has been experiencing increase number of environmental disaster in recent times. Kota Tinggi, one of the districts located in Johor Bharu has been facing flood issue every year so a proposed permanent physical center will come in handle flood mitigation problem. Taman Sri Lalang selected as the project’s site due to the high topographic, and it act a natural defense from flood. The proposed site appears to be strategic location. It is easily accessible from water and land. Thus, it increase the efficiency of rescue team in the rescue effort.

Issue

Flood relief centre found in Malaysia provided a hall for victims and some pocket space for rescue members to working. Victim’s privacy and rescue member rest space always neglected when design the center. Proposed building is a dual function building, flood relief centre and recreation centre. Taman Sri Lalang is a highly populated residential area which comprised of multiracial, multi-cultural and multi-religious neighborhood. Growth of passive recreation activities such as playing computer games and watching television reduce interest of people in outdoor activities. Thus, unhealthy lifestyle and neighborhood bonding among the residents no longer strong.

Design

The centre is designed as a community node to promote interracial understanding with each other. Also, when disaster happen the centre able to turn into rescue centre. Spaces arranged in linear organization. Each space along the sequence has an exterior exposure. This arrangement able to give instant help to the victims and able to reduce victim’s interrupt rescue team working zone. Spacious lobby designed to handle large volume of victims while separated path towards the shelter area is to differentiate the victims and rescue member. Arrangement of the spaces are according the rescue process. Starting with registration (lobby area) then sending the victims to medical checkup. Once ensure the health of victims, they will pass by the

toilet area to clean up their body. Finally, they reach their shelter area to settle down. Space zoning plays an important part in the design. Ground floor handle most of the human flow, while 1st floor only handle eldest people, kids, woman and injured victims. This arrangement able to reduce noise and ensure the safety of victims when disaster happen. Form design reflects to local context. Pitch roof to address tropical weather in Malaysia and assimilation of local architecture. Fusion of nature (tree and water element) at the atrium creates a dynamic interior that provide shelter from rainwater while maintaining visual connection with weather.
